MINUTES OF THE MEETING OF REGIONAL EXECUTIVE COMMITTEE OF SPORTS CONTROL BOARD KVS  AHMEDABAD REGION HELD ON 03-12-2015 IN THE CHAMBER OF DEPUTY COMMISSIONER, KVS(AR) GANDHINAGAR 

            A meeting of Regional Executive Committee of KVS Sports Control Board of Ahmedabad Region was held on 03-12-2015 at 10.00 am in the chamber of Deputy Commissioner, KVS(AR) Gandhinagar in order to have a review of performance in games and sports activities and preparation for KVS National Sports Meet, 2018.            Smt AP Bhalla, Deputy Commissioner, while expressing satisfaction on the successful conduct of Regional and National Sports Meet in 2015.  She further showed her displeasure on the dismal performance in the recently concluded 46th KVS National Sports Meet, 2015. 

01        REVIEW OF THE MINUTES OF THE PREVIOUS MEETING HELD ON 28-04-2015

 

          The performance of our Region in the recently concluded National Sports Meet was discussed in length. The Chief Escorts present in the meeting Shared their brief impressions about the achievements and the arrangements at different National Venues, details of medals got and   selection of our students inSGFI Meet is enclosed as Annexure I.  The Committee unanimously felt that the performance of our Region was not upto to the mark and certainly it was far below the expectations. It needs immediate measures to improve the performance in coming years. Following points were suggested to be implemented immediately in all the KVs of our Region  :- 

(a)      Fixing the targets in sports like other academic issues 

          It was decided to ask every TGT(P&HE) of the KV to fix target for different sports and games in the Vidyalaya for the year 2016-17 and display it on   the Notice Board and Vidyalayas Websites.  Each Vidyalaya should take at least 03 Team Events in order of preference based upon local talents, interest and the infrastructure available in the Vidyalaya. 

(b)      Developing Sports Infrastructure 

            Though lot of efforts have been made to improve the infrastructure of the Vidyalayas, but still a lot needs to be done.  It has now been decided to     take stock of the situation / facilities available in the Vidyalaya identifying the areas based upon the local resources and the land availability.  It was        decided to collect information from all the Kendriya Vidyalayas regarding    the facilities and propose to develop new facilities / courts / grounds   taking a holistic view so that all the facilities are available in a cluster    which can be mutually used for developing sports facilities for getting better results in National Sports Meet.  Proforma devised for the same is enclosed. 

(c)       Developing Sports Culture in students 

          Sports though is an integral part of school curriculum, it needs skills and approach which together constitute sports culture.  To get the desired results, each Vidyalaya has to create sports culture which motivates and create interest among children for improvement in sports and games.  This includes identification of talent at initial stage right from the primary Classes, provided resources and necessary training / coaching to improve in the area. There is a saying “coaching them young “ to achieve excellence. 

(d)      Proper selection of students and team 

          It was brought to the notice of the Committee that in some cases, the selection was not objective and resulted in poor show at national level.  It has now been decided to have a selection committee at cluster level which will not include local TGT(P&HE) of the Vidyalayas concerned and the constitution of the Selection Committee will be intimated before the Regional Sports Meet.  Outside experts from SAI / Federation / State Govt. may also be included in the selection committee. 

(e)      Need for Training in March Past 

          Sh Awadesh Kumar, Principal, KV  ONGC  Chandkheda, one of the Contingent Leader gave an impression that our March Past was not upto the desired level.  It was felt that the March Past be a routine exercise and students selected for the same, especially for the Regional and National          Contingent should be trained for the March Past even at the Regional level participation. 

(f)       Selection and effective use of coaches 

          Selection of coaches needs an objective selection based on the need and they should be given target to desired results.  They should not work as helper to TGT(P&HE) involving routine work of school / games.  They have to work as a coach and they should have strategy / time schedule as per the requirement of the games.

(g)      Upkeep and maintenance of sports facilities in KVs 

          In order to create sports culture, there is an imperative need to upkeep and maintain sports facilities in the Vidyalaya and to create a conducive atmosphere in the school with TGT(P&HE) and students. 

02        CONDUCT OF INTER KV TOURNAMENT 

          It was felt that in order to create a sports culture at cluster level, we    should encourage Inter KV Tournaments in Team Events at cluster level. TGTs(P&HE) in consultation with neighbouring KVs and other schools and chalk out a plan of competition among the events and execute from April to September, 2016 to improve the skills. TGTs(P&HE) should also evolve and adopt a technique among the students to improve their talent and interest in the game which will convert into medals in National level.  For         this, Principals are competent to decide which game they want to adopt and the modalities without any financial implications. 

03        PURCHASE AND PROCUMENTS OF ITEMS FOR REGIONAL /NATIONAL MEETS 

          The purchase procedure of last year was discussed and reviewed and it was unanimously decided that all the purchases will be made by the Regional Office henceforth and not by the Vidyalaya.  The firms will be registered for this purpose based upon the quality and the requirements of different items like shoes, socks, sports materials etc.  A Committee of TGT(P&HE) / Principals will be formed to decide the quality and quantity  parameter and requirement of Regional and National participation. 

04        CONDUCT OF NATIONAL SPORTS MEET IN ORDER OF OUR REGION DURING THE YEAR  2018-19

          As per KVS Sports Modalities circulated vide letter No. F 110355/01/2015/KVSHQ/Sports/NSM/944-968 dated 22-07-2015, a copy of which is already with you, our Region will be hosting National Sports Meet for the year 2018.  Though KVS so far has not decided the games   allotted to our Region, we should be ready for all the games. Following measures should be taken on priority as a part of preparation of this mega event a grand success and memorable  :- 

05          Development of Courts / Grounds. 

(i)       Sanitation, renovation of toilets, maintenance of building for stay arrangement. 

(ii)      White washing of the Vidyalaya building wherever required. 

06        FUND POSITION OF REGIONAL SPORTS CONTROL BOARD 

          The Finance Officer presented the financial position of the Region and the Committee unanimously approved the purchase made during the year and the amount has been reimbursed after getting the bills from the concerned Vidyalaya. Now the remaining fund in Regional Sports Control Board is Rs.49,38,846/-. 

          The meeting ended with a vote of thanks to the Chair and to all the members who attended the RSCB Meeting.
